Looks like the Ayn Rand Institute replaced the article, it now links to an Op Ed on Islamic Totalitarianism.

Note that the ARI article didn't say people in the US shouldn't give. It fact, it speaks highly of such generosity.
The point is that when politicians decide to give money, it is tax payers' money they are giving and that private giving is far more efficient and effective than taxation+foreign aid.
